Download an HTTP or HTTPS URL through MoonBit's policy-visible HTTP client.
Supports -q/--quiet, -O/--output-document, and -o/--output-file.
It does not invoke a host wget executable; recursive downloads, headers,
uploads, and certificate bypasses are intentionally unsupported.
